Fill Patern

Step 1: Open a new Image with a width of about 20 and height of 2. Also make the background transparent.
Step 2: Next use either the pencil tool or the line tool and create a line. Then Select > All (CTRL+A) Goto Edit > Define Pattern.
Step 3: Open the image which you would like to insert the pattern into. Select the layer. If you are filling text with this pattern you need to goto Layer >Type > Render Layer
Step 4: Now, goto Edit > Fill . Make sure Pattern. is selected, also Preserve Transparency is checked.
Final: This is what the final should look like. You can also use a height of 3 and only fill one pixel with a color to get another effect.
