Shell providers, who accept debit cards

I have no credit cards ... i use Visa Electron and Maestro debit cards. I want to find any shell provider which accept theese cards. I need a shell for psybnc hosting.
I can't setup paypal acc too ... because my country is not listed in Paypal allowing coutries.
Please help

Likewise, we accept Visa/MasterCard/AMEX/Discover logo carrying cards. What country are you from? U.S. companies are forbidden from doing business in certain countries.

I think he is from Latvia. There shouldn't be any problem doing business with anyone in this country. His email shows on the tooltip next to his name.

Yes, i am from Latvia.
MASTER/VISA credit cards cost in our country very much. Thats why usually use MAESTRO/VISA ELECTRON cards. WESTERN UNION is forbiden ... Neightbour office is in capital city.

Dear Tartar of Latvia,

I went to Western Union online and was told the following:

Western Union currently does offer its services in Latvia

If you are interested in a PSYbnc shell account we do have them available and will be happy to set you up with an account payable via Western Union as we also only accept the Debit Cards issued by Visa and MasterCard.

Please be sure to pay all Western Union fees in advance, and we will accept up to a maximum of 3 months services in advance which will help to be cost effective for clients paying via Western Union. All monies are only accepted in US Dollars.
